Do you or does your development staff write Java programs?  If so, then you probably need to make sure you are either utilizing or evaluating the host of tools and capabilities being distributed via the Eclipse Foundation at Eclipse.org.  The core tool being offered here is an open-source integrated development environment (IDE), and they have recently gotten new support from Sybase & BEA; and continue to have a great deal of support from Red Hat and IBM, to name a few.  There are also tools and plug-ins for other software development languages being worked on.
